The redevelopment of the apartment towers of Harbour City was carried out in two phases, known as Gateway I and Gateway II. Gateway I consists of a pair of 32-storey office twin towers while Gateway II consists of three towers; one 32-storey office tower and twin towers composed of 14 storeys of serviced apartments over 16 storeys of offices. The twin towers in Gateway II are connected at four levels, creating a gateway arch in the elevation facing the sea, which could be seen prominently along the Tsimshatsui waterfront.

The five towers of Gateway I and II sit on a three-storey podium which houses four cinemas, retail shops and restaurants in the form of a shopping mall. The mall is connected to the shopping centre in the existing podium floors of the hotel and office towers of Harbour City.

Wong & Ouyang worked on the seamless integration of the new shopping centre with the rest of Harbour City: Ocean centre and Ocean Terminal, creating the largest shopping centre in the Hong Kong urban area.
