The site chosen for the slaughterhouse is located along the Kowloon Canton Railway between Sheung Shui Station and Lo Wu where the livestock are delivered by rail from Mainland China daily.

The brief calls for a modern slaughterhouse with associated animal holding facilities and the incorporation of a railway livestock unloading yard. The total gross floor area of the building is 57,800 s.m. The functional areas include: lairage block, slaughter block, administration block, meat despatch bank (51 dock doors), railway livestock unloading platform, wastewater treatment plant (5,000 c.m. capacity), private car parking and meat truck parking.

Environmental awareness, animal welfare, operational efficiency and safety and hygiene are key issues addressed in the design of the building.
